HE CITY OF PHOENIX and Grand
Canyon University continue their
cooperative Neighborhood Safety
Initiative (NSI) program with more results to help
improve the safety of the neighborhood. Money
from GCU’s contribution goes to funding police
overtime in the NSI geographical area.
For the month of July, Phoenix Police
Department efforts centered on crime suppression
programs that included issuing search warrants to
retrieve a stolen motorcycle; recovering multiple
prohibited weapons; recovering drugs including
marijuana, methamphetamines and other illegal
drugs; and performing a prostitution undercover
operation which led to a number of arrests.
Additionally, the saturation program on 27
th
Avenue and Camelback Road was responsible for
numerous criminal and traffic citations, traffic
stops and subject stops. Several drug houses in
the neighborhood were under surveillance and
their occupants arrested after appropriate search
warrants or traffic stops were made.

Luis Samudio has been with the Phoenix Police Department since Feb. 2001. He is currently assigned to the
Community Engagement and Outreach Task Force. Luis says, “It’s always given me that great feeling in meeting and
working with the community, and helping them to understand how we function as a police department.”
Luis has received numerous commendations throughout his career from police supervisors, citizens and various City of
Phoenix departments, including the Distinguished Service Award and two community-based policing awards with the
Phoenix Police Department. Luis was honored with the I Luv District 8 Award by Vice Mayor Michael Johnson on two
occasions. He received two Director’s Unit Citation Awards from the Arizona Department of Public Safety in 2005 and 2006. In Nov. 2013, he received the Living
Legacy Award from the Zoe Foundation. Most notably, in May 2014, Luis received the National CPA Coordinator of the Year from the National Citizens Police
Academy Association. He received this award in Tucson, Ariz. for his outreach in refugee and Hispanic communities.
“Part of the education process is very critical to all of us, not just the police department, but also the community. It makes everyone [feel] a little more [involved in the]
community,” Luis says. His continued and extensive outreach to the community at large is helping create a strong relationship with the Phoenix Police Department.
