North Ocotillo Business Alliance (NOBA)
Our Mission
North Ocotillo Business Alliance (NOBA) is a non-profit
organization dedicated to championing the growth and
enrichment of our 27th Avenue Corridor and surrounding area
through sharing of information, networking and education; by
fostering a sense of community among its members, by improving
the business climate for its members and by promoting public
awareness of the contribution of its members to the economic,
physical and social vitality of our 27th Avenue corridor.
Our Vision
North Ocotillo Business Alliance (NOBA) embraces the spirit
of the 27th Avenue Corridor and envisions a thriving business
district that customer and clients want to patronize. NOBA
will take the leadership role in promoting the area’s economic
development and business prosperity through four key initiatives:
• Creating a unified forum for business and community leaders
• Capitalizing on the diversity of the area to unleash its potential
• Implementing an aggressive program for economic development
• Cultivating relationships through support and communication

Our local business neighbors along 27th Avenue
are leaders in making good things happen!
Concerned about the ever increasing problems
along the 27th Avenue corridor, several business
leaders and stakeholders joined forces with
neighborhood leaders to form the North Ocotillo
Business Alliance (NOBA) in late 2015 to
provide that strong voice for change.
Business owners often relate stories about
the homeless camping on their properties or
alleys at night, leaving behind unsightly debris
and garbage. Some residents and business
owners even shared details of times when
they were robbed, as well. “The businesses on
the major arterial streets are all experiencing
the same problems,” says Frank Beaudrot,
NOBA President, owner of All About Time
Clock Repair, and Treasurer of North Glen
Square Neighborhood Association. Because
of that NOBA is reaching out to businesses
from Northern Avenue to Indian School Road,
from I-17 to 31st Avenue. Mary Obrochta,
NOBA secretary and president of Ocotillo Glen
Neighborhood Association, urges community
members to support NOBA’s efforts by not
contributing to panhandlers and transients
as their aggressive and negative behaviors are
creating major problems for our local businesses.
Now NOBA is working closely with the Phoenix
Police Department, housing authorities
and Grand Canyon University as part of
the Violence Impact Project (VIP) and the
city’s Neighborhood Services Department
(NSD). NOBA partnered with Grand
Canyon University’s Law Professors from the
Colangelo College of Business to help create
NOBA’s Articles of Incorporation and NSD
(Neighborhood Services Department) to reach
out to local businesses along 27th Avenue
to inform them about the VIP Program and
encouraged membership in NOBA. NOBA
is looking forward to working with partners
including neighborhood leaders, churches
within the surrounding neighborhoods and
Grand Canyon University to join as “allied
members” and help plan a business survey to
document existing problems to help prioritize
major concerns.
Frank Beaudrot, fondly known in the Canyon
Corridor as Tic Toc Doc, says that the initial
objective of NOBA leadership is to eliminate
trespassing violations on business properties. If
every business adopts the same “zero tolerance”
stance against unwanted trespassers and
vandalism, they can and will make a huge
difference. Additional objectives are improving
blighted properties, crime prevention, economic
development, and general revitalization of 27th
Avenue.
Thanks to these visionary leaders, the future for
a greatly improved business climate for our area
looks achievable.
